MNCG AT SOFT CAPS 2025: COOPERATION, REALISM, AND INTEROPERABILITY
From 25 May to 6 June, an officer from the Multinational CIMIC Group (MNCG) took part as an observer in the multinational exercise SOFT CAPS 2025, organized by the Hungarian Armed Forces near Budapest.
The exercise involved specialized Civil-Military Cooperation and Psychological Operations units from several European and North American nations. The teams, composed of personnel from multiple countries, operated in a realistic and demanding scenario based on a simulated internal crisis.
The main objective was to test the ability of specialized assets to align the military mission with the realities of the civil environment, engaging directly with local actors on the ground.
During the execution phase, the teams conducted meetings, reconnaissance, and liaison activities with real stakeholders, including mayors, police forces, local businesses, professionals, civil organizations, and multinational companies—such as the Unilever plant in eastern Hungary.
Activities took place in several locations north of Budapest, with movements extending to more remote areas. The high level of realism was ensured by the willingness of civilian counterparts to host the teams in their actual workplaces, making each interaction meaningful and authentic.
MNCG’s participation offered a valuable opportunity for professional development, international exchange, and first-hand observation of diverse operational approaches. An experience that reaffirms the Group’s ongoing commitment to multinational cooperation and effective civil-military engagement in complex environments.
