MNCG HQ HOSTS THE FIRST WRITING TEAM MEETING FOR ATP-3.19.1

Motta di Livenza (Italy), March 2026 – The Multinational CIMIC Group Headquarters (MNCG HQ) hosted the first Writing Team Meeting for the development of ATP-3.19.1 (Allied Tactical Publication), NATO's Tactical Doctrine for Civil-Military Cooperation. 

From 3 to 6 March, representatives and subject-matter experts from NATO Commands and organizations (ARRC, CCOE, EUROCORPS, LANDCOM,  NRDC-GRC, MND-S, MND-SE, UK Joint CIMIC Group, USAREUR-AF MCLCC-C, US Army 21st TSC, Mn CIMIC Cmd, Royal Danish Defence College, GRC CIMIC Coy, JLSGBS, NFIU SVK, JHQ SVN, Marine Corps Information Maneuver School e JFCNF) convened to initiate the drafting process. ATP-3.19.1 aims to provide tactical-level commanders and staffs with coherent principles and practical guidance for planning and conducting CIMIC activities. The development of this publication addresses the need for a dedicated tactical reference within the NATO doctrinal framework, ensuring greater coherence and interoperability in complex operational environments where interaction with civilian actors is a key factor. 

During the four-day session, the Writing Team agreed on the overall structure of the document and developed the initial content of Study Draft 1, focusing on the preface, terminology, and introductory chapters. Contributions were consolidated through a structured comment matrix process to ensure transparency, inclusivity, and traceability. The publication is intended to serve as a doctrinal reference for NATO forces, partner nations, and relevant civilian stakeholders operating within NATO Joint Operations Areas. 

The meeting marked the beginning of a structured drafting and review process that will continue in the coming months, contributing to the evolution of NATO CIMIC at the tactical level.
